Under existing arrangements, the Chinese ambassador is treated as the landlord, with rights of access to the residential estate. The planned embassy, described by residents as more “fortress” than diplomatic mission, would include reinforced walls, specialist communications facilities and extensive surveillance capacity, all above critical UK cabling—factors that have heightened unease.
